Penny Church has worked in NSW government human services for over 30 years, working in housing, community services and health. She has held senior roles in policy development, planning, program management and operations. Currently, Penny is responsible for cross-sector engagement and commissioning in a metropolitan Sydney district in the NSW Department of Family and Community Services. Included in her portfolio is the Department’s responses to homelessness with a focus on inner city Sydney. This includes the delivery of assertive outreach and rapid rehousing responses and leading collaborative partnerships with government, local government and homelessness services. Penny is committed to improving outcomes for individuals and communities, particularly for people who sleep rough.
Penny holds a Master of Business Administration from the University of Technology Sydney, a Graduate Diploma in Public Administration and a Master of Arts (Psychology), both from the University of Sydney.
